About the City of Naples, Florida Naples is considered by many to be the crown jewel of Southwest Florida. With its subtropical climate tempered by the soft breezes from the Gulf of Mexico, people are struck by its natural beach beauty and the flora and fauna that are unparalleled in any community. In addition to its natural features, the City of Naples is known for its world class shopping, exceptional dining opportunities and abundance of challenging golf courses. The community is often considered to have a resort lifestyle. The City of Naples is located on the Gulf of Mexico in Southwest Florida, and it is the cultural and activity center of Collier County. Still the City is less than 20 miles away from the tropical wilderness of the Florida Everglades. Naples was incorporated on December 1, 1923. It is approximately 14 square miles in size and has 106.3 miles of streets. Naples has a full-time population of approximately 22,000. However, from November to May the population swells to over 33,500, as part-time residents migrate from all parts of the world. Buses and Taxis on Fifth Avenue South The Code Enforcement function of the Naples Police and Fire Department has received numerous complaints concerning the parking of taxicabs in commercial zoned districts, particularly 5th Avenue South. We wish to remind everyone of the restrictions placed upon taxicab parking by the City of Naples Code of Ordinances. The applicable ordinance is contained within Chapter 36, Traffic and Vehicles, provided here: Sec. 36-95. Buses or taxicabs in business district.The driver of a bus or taxicab shall not stand or park a vehicle upon any street in any business district at any place other than a bus stop or taxicab stand, respectively, except that this section shall not prevent the driver of any such vehicle from temporarily stopping in accordance with other stopping or parking regulations at any place for the purpose of and while actually engaged in loading or unloading passengers. Naples Backyard History The Naples Preserve is honored to host a speaker series featuring Collier County residents who have been here since before Hurricane Donna in 1960. Join us at the Hedges Eco Center on the first Friday of each month, 3:30 to 4:30 in the afternoon. All are welcome to attend, but please let us know you're coming by calling 777-2281. Limited parking is available at the Naples Preserve on Fleischmann Blvd, with more across the street at the Coastland Mall. Harbour Drive Bike Lane Project Construction Notice - Updated June 18, 2008 With the third phase of the project completed, the City of Naples and Bonness, Inc. will change work areas on Thursday, June 19th. The fourth phase will consist of widening the north side of Harbour Drive between Leeward Lane and bridge. The roadway will be reduced to one lane and controlled by flagman on the days the concrete curb and base material are being installed. Motorists are encouraged to allow additional time in their schedule and your cooperation and patience is appreciated during the work. Motorist should also be alert for construction workers and equipment in the roadway. If at all possible, please use Park Shore Drive to avoid the construction activity. Integrated Water Resources Plan This Integrated Water Resources Plan was developed for the City of Naples to identify water needs, water supply options and funding requirements during a twenty year planning period. Tetra Tech prepared potable and reclaimed water master plans in 2002 which recommended capital improvements to each system. Based on the master plans, the City has completed the first phase of the reclaimed water distribution system expansion, completed a reclaimed water aquifer storage and recovery (ASR) exploratory well and developed a five year capital improvements program (CIP) that includes a $50 million expansion to the potable water treatment facility and $6.5 million for further expansion to the reclaimed water distribution system. Since it has been more than five years since the completion of the master plans, the City requested that Tetra Tech prepare this Integrated Water Resources Plan to consider water supply as a whole including potable and irrigation needs, and to ensure that the current CIP as it relates to water supply takes into consideration changes in construction costs, water treatment technology, population trends and environmental conditions. Hurricane Evacuation and Re-entry The 2005 hurricane season and Hurricane Wilma taught us many lessons about before, during and after a hurricane. Based on these lessons learned, the City of Naples made a decision to discontinue the use of re-entry stickers and buttons for the City of Naples. The City of Naples and other emergency responders will be utilizing three phases. The phases are:
The three phase approach mirrors that of Collier County and will be used only when there are unsafe conditions and accessibility is limited. Check points will be established to determine who is allowed to enter impacted specific areas where safety is an issue. It is our goal to assess damage and secure an area as quickly as possible to allow residents and business owners back to the property. If an evacuation is mandated, the following will be required to re-enter a restricted area:
An example of an acceptable form of a photo ID is a photo driver's license, government photo ID or employment photo ID. Proof of residency could include, but is not limited to, a copy of your homeowner's insurance policy, tax bill, rental agreement or utility bills. For business owners and essential personnel a letter on company letterhead providing the employee's name, that the employee is essential personnel, specific address(es) the employee is essential to, and dated for the current year. After a storm, residents and business owners are urged to limit the use of roadways for a minimum of twelve to twenty-four hours to allow for emergency operations, damage assessment, and initial recovery. Even during a tropical storm or minor hurricane, waiting twelve to twenty-four hours allows a tidal cycle to be complete. This allows flooded areas to drain, thereby avoiding increased damage due to vehicles causing wakes. By preparing for the upcoming hurricane season, residents and business owners can reduce inconveniences, increase safety for all and assisting in a speedy recovery. City of Naples Emergency Notification System The City of Naples has implemented an emergency call out system called CodeRED. This system is like 911, only we call you instead of you calling us. Of primary use during hurricane events, it allows the City of Naples to directly dial homes within a geographic area with a programmed message. For example if, during a hurricane, a voluntary evacuation was ordered for all areas West of US41, the system would call every household in the evacuation area with a message about the evacuation. The system uses a database of phone numbers and addresses to make the calls, keeping records of numbers called. The system can tell whether the call was answered by a voice or answering machine, and even calls back if nobody answers the first time. Naturally, this database is only as effective as the information in it, so we would like all city residents and businesses to update their information from a special web form. Naples Police Department Takes Top Honors at 2008 "Top Shot Challenge" On Saturday, May 3rd, the Naples Police Department won tops honors at the 3rd Annual Top Shot Challenge. The competition, sponsored by Safari Club International, took place at the Lee County Sheriff's Office gun range, and teams from Charlotte County Sheriff's Office, Collier County Sheriff's Office, Florida Fish and Wildlife Commission, Fort Myers Police Department, Internal Revenue Service, Lee County Sheriff's Office, Manatee County Sheriff's Office and Sarasota County Sheriff's Office participated in the event. Naples Police team leader Seth Finman and Officers Kyle Bennett, Matt Doyle and Ricardo Vazquez Jr. competed in the AR -15 rifle, twelve gauge shotgun, semi automatic handgun and revolver events. The Naples Police team won the coveted first place overall trophy and finished first in two of the three events. City of Naples Police and Fire Youth Academy The City of Naples Police and Fire Department is proud to announce the return of the 2007 award winning Youth Academy. The one week program will introduce student to careers in Law Enforcement, Fire Service and Emergency Medical Service. Students will be involved in classroom and practical exercises.
Airport Noise Abatement Hotline The City of Naples Airport Authority Noise Abatement Hotline was created to enable community residents to call and leave a report about aircraft related noise events. Upon receipt of a report, the Noise Abatement staff will initiate an investigation into the event and provide a response to the caller if requested. The number to call to report excessive aircraft noise is 643-1879. Reclaimed Water and Chlorides - Memorandum to Council During the City Council Workshop meeting of March 3, 2008, City Council agreed to schedule the topic of reclaimed water and chloride levels for the Workshop meeting of March 17, 2008. Specifically, a question was raised as to "how and when are we going to get the chloride levels to 250 mg/l?" The purpose of this memorandum is to provide a response. More... Naples Police & Fire Department receives CALEA Award The Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) announced the successful awarding of CALEA Accreditation / Recognition to Naples Police & Fire Department on March 15, 2008. The award signifies the agency, had successfully met a body of internationally recognized professional standards, in one of four public safety credentialing programs offered by CALEA.
Planning Inspection Required for DRB and FASAC Projects All plans submitted to the City of Naples Building department after January 1, 2008 that require approval by the Design Review Board (DRB) or the Fifth Avenue Staff Action Committee (FASAC), will now be subject to inspection by the Planning department. This inspection will occur at the end of the project prior to your building final inspection. A Certificate of Occupancy will not be issued without it. Stormwater Management Ordinance The City of Naples passed a stormwater ordinance that is effective December 17, 2007 and affects the submission of plans for devleopment within the city limits. Please review the submittal requirements and the ordinance itself to ensure the most efficent review of stormwater management plans for any development work. New Utility Rates The City of Naples adopted a utility rate increase and restructuring based on a rate study performed by consultants. These rate increases are in effect for bills after January 1, 2008. Rates or fees that increased include water, sewer, water meter testing, water meter installation, fire hydrant installation, and turn on/turn off fees. The most significant change will be in the water rates. The new rate structure includes the creation of a fourth block (or tier) of usage, so that high volume users pay more per gallon than conservative users. Also, the rate for the lowest volume decreased. The below chart provides the rate details per thousand gallons.
